The Brief
Conduct a change impact assessment. For each department, identify what changes, who is affected, and the level of impact.

- A change impact matrix: Department × What Changes × Who Is Affected × Impact Level (High/Med/Low) × Readiness
- The top 3 risks across all departments with mitigation strategies
- One "quick win" per department that would build early adoption
