A South African metropolitan municipality wants to digitise its service delivery processes: utility bill payments, service requests (water leaks, potholes), building plan approvals. Currently everything is paper-based with 6-week turnarounds. The mayor wants a feasibility study.
The Brief
Produce a comprehensive feasibility study covering technical, financial, operational, legal, and schedule feasibility. Include a risk register and a phased implementation recommendation.
Deliverables
- A feasibility assessment across 5 dimensions with detailed evidence for each rating
- A financial analysis: estimated costs (capex + opex), potential savings, and break-even timeline
- A risk register with at least 10 risks rated by likelihood × impact with mitigations
- A phased implementation recommendation: Phase 1 (quick wins), Phase 2 (core), Phase 3 (advanced)
